Fresh Start Division operates a vetted referral network of licensed tax resolution firms. When taxpayers complete our eligibility assessment, we match them with the partner firm best suited to their specific situation. Every firm in our network has passed our vetting process — they are not paid placements or advertising relationships.
Our partner vetting standards
No firm enters our network without passing each of these checks:
- Active licensing — verified through the IRS Office of Enrollment (for Enrolled Agents), state CPA boards, or state bar associations (for tax attorneys).
- No FTC enforcement actions — we check FTC enforcement databases. Firms with active or recent FTC matters related to tax resolution are excluded.
- BBB rating review — while BBB rating is not dispositive, we review complaint volume, complaint type, and resolution patterns. Firms with unresolved complaint patterns are excluded.
- State AG complaint review — state attorney general consumer protection records.
- Fee disclosure policy — all partners commit to written fee disclosure before any taxpayer engagement.
- No-guarantees commitment — partners agree not to represent guaranteed outcomes in their marketing or consultations.

Our current partner network includes licensed tax resolution firms with specialization across IRS collection matters. We are actively expanding the network with additional vetted partners.
Disclosure
FSD receives a referral fee when taxpayers engage a partner firm after using our eligibility assessment. Referral fees do not affect the price taxpayers pay for partner services. FSD does not receive any fee unless a taxpayer voluntarily chooses to engage a partner firm. See our How We Work page for complete business model disclosure.
